Peter Navarro worked as a policy analyst for the Urban Services Group, the Massachusetts Energy Office, and the US Department of Energy in the 1970s. He has always maintained that the United States should be “tough on trade, crack down on intellectual property theft, tax Chinese exports, combat Chinese mercantilism, and bring jobs home.”

Peter Navarro began working as a research associate at Harvard’s Energy and Environmental Policy Center in 1981. In 1985, he resigned from that position to teach at the University of California, San Diego, and the University of San Diego.He joined the University of California, Irvine, as a professor of economics and public policy in 1989. He is now a professor emeritus at the university where he worked for two decades.

After Donald Trump was elected as the 45th President of the United States in December 2016, he appointed Navarro to the newly created position of Director of the White House National Trade Council. His agency was merged into the agency of Trade and Manufacturing Policy in April 2017, and Navarro was named director.

His views on economics and trade are not widely supported. He has been a loud champion for reducing US trade deficits, despite being a passionate critic of China and Germany’s trade policy.
